VC-4913 | Second Death Estate Plan (Contingent Beneficiaries)

Corrected estate distribution handling to ensure equal allocation to children when the spouse is no longer eligible.

Steps to replicate: 

1. Add plan with Primary, Spouse, Child1, Child2.

2. Create Estate Plan for Spouse

   1. Assign first priority charity at zero

   2. Assign second priority to Primary (Their Spouse) at 100%

   3. Assign final priority to OTHER, and specify 50% to each child.

3. Have Primary die before Spouse

Before: The Estate Distributions does not follow the order or quantity of Distributions.

After: The Estate is distributed appropriately to those in order of distribution with the correct values.
